H. Highness and Their Excellencies stated in the course of their remarks upon this subject that they had in contemplation to place a Chinese Consul in Hongkong with the special object of simplifying procedure in cases of rendition, and on the 8th inst. I received a note on the subject from the Yamen, of which I have the honour to enclose a translation.
In this note they allude to the privilege accorded to all Treaty Powers by Treaty to place consuls at the Treaty Ports of China, and to the Chinese Consulates established at Singapore, San Francisco and Cuba, and they state that the growing importance of Chinese interests in Hongkong render it imperative that the establishment of a Chinese Consul there, proposals for which had been made to H.M.G. by the Marquis Tseng in July 1882, should be effected.
